I am not really aware of the rankings but I read a book from an Indian Hacker named Ankit Fadia and I believe he is one of the most acknowledged hackers in the region. I may be wrong though.

Hacking: Term that has become quite negative among us due to the exposure of certain movies or maybe some terrorist activities. You should be informed that hacking is not such an activity that is always illegal or negatively used. Government and various cyber cells need ethical hackers to carry out day to day activities of a system. An ethical hacker must control and test the whole system or network to find out any kind of unethical operations or major online issues with the owner's permission so that the system can get rid of exploitation.
