How to apply for a non-creamy layer certificate?

Non-creamy layer certificate is another way called an Other Backward Class certificate, which was fundamentally introduced in order to bring job and educational opportunities to the backward class of the community. Even though the central culture of India is intact and integrated, the diversity among people and intellect still prevailing in India. 

That is why the government put forth the idea of implementing the opportunity for the sect of the Indian population, which were recognized as minors and who were contained on the name of class and cast. This concept was introduced in 1993 by the former Prime Minister of India, V.P.Singh. This possession of this certificate boosted the active participation of the OBC sect in education, jobs, and even social growth.


  • Must be under OBC category

  • Applicant's parent or both of them must be working under Group C or D category of government

  • If the husband of the applicant is an employee of the central government and parents must not have an income source.

  • Income should not exceed 8 lakhs per year

  • If the applicant is working under Group B of the central government and parents doesn't have an income source.


  1. Visit any Sub Divisional Magistrate, Tehsil, or Revenue office nearby to collect the application form.

  2. Register or file an application for the non-creamy layer certificate

  3. Mention migration details if any

  4. In case the guardian is deceased, submit the caste proof of a close relative

  5. Attach all the documents required along with the application form

  6. Self attest the required section

  7. Apply with a passport size photo


  1. Enter the social welfare portal of the corresponding state

  2. Click on 'Apply for caste certificate'

  3. Register as a new user and fill the online form

  4. Enter all the details with proof

  5. Complete the payment details

  6. Once you have submitted the online form, you will be given an application number which can be used to track the status of your application.

  7. You will be notified after the verification of your application. Then you can download your certificate from the portal


While submitting the application form, certain documents are required in order to verify the legal base of your application. These are required to prove your identity, address, income, etc.

  1. Identity Proof(Any 1) -  Passport, PAN Card, Water Bill, Aadhaar Card, Voter ID Card,            

                                     Driving License 

2. Photo of applicant

3. Address proof(Any 1) - Passport, Ration Card, Aadhaar Card, Voter ID Card, Telephone, 

                                     Bill, Electricity Bill, Property Tax Receipt, 

4. Income proof

5. Affidavit for caste

6. Proof of caste

Other documents(Any 1)

  • Proof of relative's cast in case of absence of father's caste certificate

  • If the applicant was migrated, corresponding documents from the home state.

  • For married women, caste certificate from before the marriage, marriage certificate, and name change proof.

  • For Muslims, the government will accept the certificate provided by their state Muslim Society.
