I had two tent trailers. The first one did not have an anti-roll bar, and it was not needed. The one I have now needs one and has it. So I guess it depends on the design of the trailer and the weight.

The more weight in front of the trailer axle, the less sway. But also, lighter trailers will tend to bounce and move more than heavier trailers.

You can help the situation by placing a heavier load in front of the axle, the further forward the better.

If you are trying to transport a camper trailer, you can call the logistics company https://comparethecarrier.com/shipping-services/travel-trailer-rv-shipping/ . They provide all the necessary documents, including permits for the safe transportation of the camper. Whether you're just towing to a local shop or transporting your camper across the country, a logistics company will provide the best service, complete all paperwork, and deliver your camper on time.
